I have the honour to submit for the
signification of His Majesty's pleasure Ordinance No. 31
of 1931, intituled "An Ordinance to apply a sum not
exceeding Twenty-six million six hundred and forty-one
thousand seven hundred and eighty-seven Dollars to the
Public Service of the year 1932," together with the
Attorney General's report thereon.
2. Copies of the introductory address of the
Colonial Secretary, memoranda by the Treasurer and the Director of Public Works, together with other papers
in connection with the draft Estimates were forwarded
to you with my despatch No.417 of the 2nd of October,
1931. Copies of the report (uncorrected) in the
South China Morning Post of the proceedings at the
subsequent meeting on the 22nd of October, at which the
Bill was passed, are enclosed with this despatch.
3. The general policy of the Government in
framing the Estimates of Revenue and Expenditure and the
details of the Budget were fully explained in the
introductory address of the Colonial Secretary, The
criticisms of the Unofficials at the second reading were
also largely dealt with by him, and in the address which
was delivered by myself.
